Muscat: A government project management framework built around mandatory stage-gate reviews has contributed to cumulative financial savings of around RO280 million, as Oman tightens oversight of public projects and seeks to reduce costly changes during implementation.
Around 70 government projects have so far been subject to nearly 160 stage-gate reviews, which require projects to meet specified requirements and deliverables before progressing from one phase to the next. The system forms part of the Government Projects Regulation issued by the Authority for Projects, Tenders and Local Content and is intended to strengthen governance throughout the project lifecycle, from preparation and planning through execution and closure. According to the Authority, about RO70 million of the cumulative savings was achieved by mid-2026, alongside a noticeable reduction in variation orders for development projects.Eng Abdullah bin Humaid Al Habsi, Head of the Project Follow-up Office at the Authority, said the framework marked a shift from differing procedures and practices across government entities towards a unified system governing the full project cycle.
It defines responsibilities, requirements and key review points at each stage, with the aim of improving project readiness before commitments are made or projects move into more costly phases. The framework was developed following an assessment of the government project management system that identified several operational and organisational challenges, including overlapping responsibilities, inconsistent procedures, weak performance indicators and shortcomings in the identification and mitigation of risks.
The review also examined international, regional and local project-management practices before developing a model tailored to government projects in the Sultanate of Oman.Government entities, as well as technical, financial and legal stakeholders, were involved in developing the framework to ensure that the procedures reflected practical requirements.
The system was incorporated into the Government Projects Regulation issued under Decision No 169/2023, alongside related circulars covering stage-gate implementation, government spending efficiency and Ministry of Finance requirements linking contract signing to the review process.Projects above RO500,000Stage-gate reviews apply to government projects with an estimated budget of RO500,000 or more. Before a project can move to the next phase, its readiness is assessed against defined requirements and outputs. The process is designed to identify risks and shortcomings at an early stage, allowing corrective action before a project advances further. The Authority said the approach also improves the quality of information available to decision-makers, supports more efficient use of resources and reduces the risk of project delays or underperformance. Rather than concentrating oversight largely on the construction or implementation stage, the framework extends scrutiny to project planning and preparation and continues through to completion and closure.
The system applies to government entities undertaking projects, providing a common reference for project management practices and supporting greater transparency and consistency. The Authority said the broader objective is to improve the quality of planning and implementation, maximise value from public expenditure and strengthen the management of government resources in line with the objectives of Oman Vision 2040.
